"Yes, foreigners are allowed to own property in Paris. Non-residents of France are able to purchase property in the same way as French citizens, however, they must obtain a permit from the local prefecture in order to do so. This permit is known as a ‘carte de séjour’ and is required for any non-resident who wishes to purchase property in France. Additionally, foreign buyers must also pay a tax on the purchase of the property, known as the ‘taxe de mutation’," said a member in Paris, France.
