USDA Pet Travel Endorsement Costa

Hello CR Forum,
I'm in Dallas TX looking for a vet with USDA certification to process the health certificate I need to bring my ESA (dog) with me to CR this October. I recently got a quote for $500+ to get this service. Does it always cost this much? Frankly I won't be able to afford it in time to travel as planned. Can anyone offer me a lifeline here? Obviously, I can't use a private service because that will cost me even more. I appreciate any positive information. Thanks so much. Pura vida.
