health insurance

I am a US citizen planning to retire to France, and I am having a hard time finding out about long term health insurance. Once I get my long stay visa I can apply for a carte de sejour, but am I then eligible for securite sociale? How do I go about applying for it? I will need travellers insurance in order to get my visa, but I don't want to rely on that for the rest of my life, nor have to come back to the US.
The consulate here was not able to confirm one way or the other. I will be so grateful for any help and direction!
