Pensionato car import fees

I drove a 4 runner from the states to Panama. Would now like to register it, in Panama. I am a Pensionato. According to the list of things that come with that is that Pensionatos can import a car duty free. My lawyer emailed me that I can, but have to pay a consumption tax and a sales tax. Bummer. Pensionatos out there, is she correct. Paid those taxes in California where I bought the car. Also does anybody know where to pay these fees? Where is the customs office in Bocas del Toro? Changanola? Bocas Town?
