Looking for best area to live

Whilst there is never the perfect place to live, and my criteria might not exist but worth aiming for. I would love to find an area that is near the beach, has some great cafes and restaurants, a mix of expat and local people, not too far from Cebu or Manila, has aesthetic appeal, not too hectic or expensive. Not looking for an expat focussed place like Dumaguete. So far I’ve visited El Nido (too small), Panglao (not bad), and Mactan (felt very condo/no real character). Next trip I will check out La Union and other beachside areas of Bohol.
