car insurance in Uruguay?

its for a used cheap car(value 3000$) ,for the last day iv contact most of the company's here to get some prices for global seguro, that cover all including theft.
sadly iv found it crazy expensive- no less than 21,000 pesos including iva.

i want to know if someone knows about better deal.
or maybe only to make to SOA seguro to cover the 3th side.
is the SOA cover theft? does it include emergency service?
