Camping in Bermuda

My daughter works in Bermuda and my son would like to visit her. He is a poor college student and would like to camp. I have read that while only residents are allowed a permit, you may also camp if you are staying a in a hotel, cruise ship, or guest at a private residence. He will technically be my daughter's guest - she, however, has roommates so can't really accommodate my son and his girlfriend. As an expat, can she get a camping permit for all three of them?
