I probably din't ask the right question

Hello,

Do most third country nationals take a chance, move to Austria, get a flat and job and then apply for residence, hoping that their application will be processed by the time their 90-day stay period ends?
Because if it isn't finished, they have to move out of the EU until it is. Quite a risk.
