Double Taxation

My husband and I have tried to get an answer to a question without much success, even after a couple of conversations with the folks at Revenue Canada, International Tax Offices.

What happens when one spouse returns before the other to Canada, while the income-earning spouse stays abroad due to contractual obligations? Does it mean that the income-earning spouse needs to pay taxes in both countries?
