Need some SERIOUS help!

Please help and read the whole thing!
I have been wanting to move to Canada for many years. So has my husband. We moved to Seattle 14 years ago and things did not take off the way we had hoped as well as a host of other reasons why we do not like it here anymore. So, we had decided PRE COVID we were going to move to Canada, but due to life stress, we never got around to doing our Passports or applying for jobs in Victoria, which is where we are determined to go.
However, AFTER Covid, we got our passports just recently. We wanted to wait for that, at least, before we applied for Express Entry.
I went online, applied for Express Entry and was denied twice. I am stymied. We both have years and years of work experience. I am 47 and he is 42. We have Bachelor's degrees. We did very well in school. I am a writer with an English Lit degree but most of my jobs have been in Administrative for Non Profits and other places like Health Insurance companies and lawfirms. I have also worked a lot of customer service jobs. I have been paid (very little) as a freelance writer but I am always writing, I just have not hit it big yet. Anyway, the point is: After being denied for Express Entry, I went online to apply for a Visitor's Visa and a Worker's Visa. I do not have a job offer yet. However, I am NOT EVEN GIVEN THE OPTION TO APPLY....IT JUST KEEPS SENDING ME BACK TO ANOTHER EXPRESS ENTRY APPLICATION. I cannot reach the Canadian Consulate. My husband, works two Hotel jobs and both are low paying jobs. I am currently unemployed and my unemployment will run out in six weeks but we are poor and already living in public housing. We want a new life in Canada and we are looking hard for jobs right now, but nothing yet. I KNOW a lot of Americans want to move to Canada, and of course I cry every night realizing that I should have applied before. But people like us who are educated but poor do not have money for an Attorney to help us navigate. We have no friends or family in Canada. But why, with a valid passport and education, are we not even GIVEN THE OPTION to apply for a Worker's or Visitor's Visa? I really need the genuine advice of anyone who can give us REAL AND GENUINE ADVICE. We LOVE Victoria and know the city and know that we want to move there, but we are without a raft here.
