Cell phone and 3G internet access

My son is studying in Santiago. We'd like him to have a smartphone to use for communication and internet access. We'd also like to arrange for him to have wireless internet access through the cell phone provider for his laptop. He's leaving mid February and if possible, we'd like to arrange this in advance from California. Advice please..
