Cheapest city with good wifi

My Mexican husband and I plan to move here later this year from the US. We will have our pet bunny. Our bunny lives 100% cage free, so he is more of a cat than anything. Also, I'm a bit physically disabled. I use a cane. I could get places a lot faster in my wheelchair. Is chile transportation accommodating?

What is the cheapest city to live? We are digital nomads and crypto investors and perfectly content to live a quiet life until 2024. We don't want to live in large cities, just anywhere with reliable utilities and wifi.
