CNE Consulta Decision

As a foreigner, I try to respect Colombia's institutions.
But I am totally unimpressed by the electoral process.
Yesterday the Electoral Council decided that Mr Cepeda could not participate in another consulta, on the grounds that he already had been in one.
To me that seems an obviously correct judgment, since Cepeda won a consulta in I think October 2025. But it has provoked rage from lots of sources. I don't get why.
I am puzzled as to why the taxpayer has to pony up for these consultas. Do the Republican & Democrat primaries in US get federal funding?
And someone explain go me the thinking behind the taxpayer paying candidates I think 8000 pesos for every vote they get.
Given all the issues thrown up this year I am hoping the electoral system can be reformed.
