FBI background check

Good afternoon,
My wife and I have some friends who would like to move to Costa Rica as pensionados. The husbands Social security is not large enough to qualify, The wife does have a large enough SS to apply for them both. However she has tried times to get an FBI background check and has been told that her fingerprints are too worn out so the FBI cannot identify her or give her a background check. Has anyone else had this problem? Does anyone know if there is a remedy that would satisfy immigration authorities if a background check cannot be done?
