Homeschooling...last resort

We are moving to Copenhagen at the end of June for 3 years. My children are of school age and we cannot get them into any of the international schools (all full) and they are not six at the cut off time to enrol in a danish school. Is there a homeschool network in Denmark? Is it legal? We are from New Zealand.
