Foreign Owner rights?

Hi, I wonder if anyone could advize me regrads my predicament. I bought a flat in Hurghada and my lawyer says my papers and owneship are 'solid', but the developer is with-holding the keys and saying I still owe some money (surprise surprise). My intention is to go over, change the locks and get a fresh set of keys. What I want to know is, if the developer tries to obstruct me, do I have the right to call the police? will the police respond? Can I press charges? thanks for any advice you could provide,
