American Wants To Build Small Hotel in El Salvador

Hello I am struggling to get any kind of information regarding how difficult it will be to run a small hotel on the beach in an area very close to Playa El Cuco. I have the property picked out and am close to buying.
If anyone has any information regarding gang extortion, government beaurcracy, corruption, racism, building permits, property titles/deeds etc. that would be GREAT. Thank you all in advance.
