Filing Petition for Alien Relative

Has anyone had any experience with filing the I-130, Petition for Alien Relative, in Germany?

I am an American citizen and have been trying to get a green card for my husband. We've been trying and trying and trying to contact the USCIS in Frankfurt to find out how to pay the filing fee, but no one there can answer my question. We've searched everywhere on the Internet, but the only information we've found says that we should contact the USCIS office in Frankfurt. It seems like you have to go there in person to get any answers, but Frankfurt is far from where we live.

Please help if you can!
