State Residency

I have been trying to figure out what state residency I should supply for various documents that request that information (i.e. estate will). Any information would be greatly appreciated.

I was born in MA, but left when I was one years old.

Later I lived in VA for 3 years during the ages of 7-9.

All the remaining time I was either a dependent (prior to the age of 18) of my father who serviced in the military overseas (Germany), or worked as a civilian (since the age of 18) for the U.S. military.

Thus, I gave up my state residency in MA. However, I am still aloud to vote through them via absentee ballot.

I never really had a state residency other than that since I never lived and worked in any US state.

So what state do I give on any document (like a will) that requests that information?
