Advice on a possible relocation

My husband is considering applying for an educational exchange program, which would most likely take us to Heidelberg. We would arrive in Oct., with a 3 year old and a brand new baby. We might be able to get student housing. My biggest concerns are how to live on 1000 euros a month and healthcare and childcare for my children. I am a teacher of piano and early childhood classes, but don't know how I'd find work or be able to juggle it with a new baby anyway. Any advice out there? Is it possible to make this work?
