Retiree reason

What would be a good reason to give to the authorities for wanting to live in Germany for a retiree? Basically, I just like the country and feel very much at home there, in addition to enjoying studying the German language and culture . Would they accept that or do you need a specific reason like family reunification, etc.? Also, in general, is it easier to just go there and start the process, or start it in the US. Thank you.
