Health Insurance

I am a little confused re: public health insurance. I grew up and worked in Germany, and therefore do receive a small social security payment.

Am I eligible to apply for public health insurance, or do I have to get private insurance? Is it correct that I can get public health insurance if I have worked at least 5 years in Germany?

I would appreciate any input as I am not able to find any information about that online.
