Registering a newborn with FRRO

Hello
I have one daughter born in India, and am expecting my second child in three months. I am still lost as to the process of registering my newborn child who I intend to apply for Australian citizenship for. My first child we just did her birth certificate here in Mumbai, then proceeded to do the Australian citizenship, then passport applications. I discovered we needed an Exit Permit to leave India, and we were charged over 25k rupees for not registering the birth. However after many enquiries and months of searching, I still can't find the information on how to do the process correctly! Help appreciated
