House hunting

I'm looking in Puglia, Lecce area to buy a house or apartment. Was going to come over on summer. What would weather be like December, Jan, Feb? Is everything open and could you still get a feel for areas. Please let me know your thoughts. I would otherwise wait till March/ April. I'd like to look near the sea. I need to be near transport, train station. I'm Susan from Australia. I love Italy and have visited several times. I have done a fair bit of research as to the south as weather not as cold as north in winter. Any suggestions when to visit or information appreciated. Would love to join an expat community also.
