Visa Problems for Kuwait

I had recently been offered a job in Kuwait and was supposed to get a Visa in June and move immediately.

Turns out the Ministry of labor is closed for an indefinite period of time and they don't say when they will start issuing visas again, just that they are not issuing any at this point. Visit or work.

Is this common? And does anyone have an idea how long they will be closed? Are there no fixed dates?

I've also come to know that they usually have problems with issuing a visit visa to a single girl travelling to Kuwait. is that true?

I'd really appreciate your help.
