Taxes

I am going to move to Kuwait and work. I am American and I am wondering if anybody knows how taxes work. For example, I read about a tax attorney and he said that even though you work overseas you are still a U.S. citizen so you still have to file and pay taxes on the money you make overseas. Does anyone know about this?
