Just wondering...

... why would a bunch of British ladies in an upscale restaurant, behave as if they are in a village pub or a fish market?
Aren't we ambassadors of our countries when we happen to be abroad?
This not the first time I came across this type of (loud) behavior. Did not notice anything similar neither in States nor in Britain.
