ID Card for locals

Hi all. A native Laotian is telling me he doesn’t have an National ID card. But I thought it was compulsory and all citizens have such a card. Am I wrong?

Does anyone know whether there are people who for whatever reason don’t have an ID card , and how common that is?

He does have a passport , which also seems odd as I thought you needed to produce a copy of your ID card in the passport application.

Any help on this much appreciated.
