residency permit

I want to apply for a 1 year residency to allow me to stay in country to get a real feel for the place.
However I'm having difficulties, tried to apply when i was in Morocco only to be told to can only apply for the following reasons,
1 Marriage
2 Property
3 Retirement.

I sure i have seen on the official Moroccan embassy website you can apply for 12 months residency as long as you can show funds to support your stay. But the official said no .

Anyone management to acquire a residency permit successfully ?
