Costa Rica or Panama

I am working hard to move to either Panama or Costa Rica. Been doing a lot of research, and have been to both countries several times.
They both have their pros and cons, but lately I have been reading that it will soon cost as much to live in Costa Rica as it does in the USA, and that many expats and even Costa Ricans are moving to Panama because of this.
Is this true?
