What does "apostille" mean?

I had taken the word "apostille" to mean notarized. In getting our FBI background checks they state they will not honor "requests to forward correspondence to the Department of State for the apostille process". What is it we have to do? Grateful for this forum and the info that helps our transition to Panama.
