Health Insurance

I planning to retire and move to Panama in 3 years or less. My wife and I both have pre-existing conditions. I am 56 and my wife is 49. I am currently insured with Cigna but I will need to upgrade to Cigna Global if I move and want private insurance. I sent Cigna Global an email and I am waiting on their response. I believe it's the law in the US that they are not allowed to discriminate if you have pre existing conditions. My wife will need mental health care for anxiety/depression.
Can expats deduct the cost of their health insurance premiums on their federal tax returns? Any advice or suggestions will be greatly appreciated?
