Dogs on private flights?

This is probably an uncommon question, but does anyone have experience or knowledge if pets can be brought to panama on private flights, assuming all paperwork is completed?
We live in a flying community and there are folks here who make long distance flights all over. Our dog has separation anxiety, and has been known to destroy crates and kennels. The meds that the vet has tried dont seem to help. While she has basically overcome this problem when we leave her home alone, I worry about her on a plane in a cargo area. I dont want to sedate her in case she goes into respiratory distress or something, and theres no one there to help.
Would private flight be a legal option in panama?
