Current cedula process

My lawyer has informed me that the current process for an E cedula should take one day in Panama City. Everything I have found on the internet seems to indicate 2 trips to Panama City, but it is all old information. Can anyone point me to the current requirements? According to my lawyers, I should be able to do this in one day in Panama City and pick up my E cedula, when ready, in either David or Boquete. But what office do I go to in Panama City?
