Permanent Visa Laws

My son-in-law was convicted of a felony when he was very young.
Since then he has gotten college degrees and graduated from Law School, passed the Bar Exam and is a practicing Attorney in the US.
I do understand that Panama Immigration Laws will not allow him to get a permanent Visa, but does anyone know if Costa Rica would ?
Thank you very much for your advice, guidance and direction.
