You would think the info readily available but it is difficult to find. Even in the Migration office you can get conflicting info.
You need to make and appointment and go to the US Embassy and have your passport Legalized / fee - about $50 You need to bring any and all documents you can think of,, birth, car license, etc. You need a letter of PROOF OF INCOME.. [ min. $1000 per month ] This will have to be translated by and OFFICIAL TRANSLATOR and then submitted with your Carnet App. You need to pay all of the fees for particular parts of the Application Process and present those receipts at each office you go for that part of the application. You may have to have a background check done by INTERPOL. [ that is one of the fees ] When you have completed all portions of the application then you submit the entire package to the Immigration Office in Lima and wait I think max about 3 months for the reply and completion.....resulting in you getting the Carnet de Extranjeria.

that is a huge question considering how many are you,, what kind of residency, are you able to show proof of income or are you thinking investment, do you need the right to work... are you able to navigate through the Peruvian bureaucratic maze or will you use an attorney.... are you from the US or someplace else,, are you able to stay incountry 50% of the time to maintain the Carnet otherwise it will cancel.... so,,, say some things about your goals and your situation if you want an answer that is good for your particular situation........will you pass a Interpol Background check, can you be here for the three months it takes to process after you submit your application,, that is ,, if they take your application first time out.......
biggest concern,,, proof of $1000 income per month Forever.... and you will not have the right to work.....

That $1000 per months requirement if for jubilado or pensionado status, right? What about investment status? Like Ecuador, can you invest $30,000 in property or businesss and base your residency o that?

You can apply for the Carnet on an investment basis / 25k, have to hire 5 peruvians and you need to submit a business plan for approval.
I went a different path for the Carnet so I do not know anything more.
Don't get so snarky, a lot of folks answered you And, I think everyone thought soneone had already answered your question.
Maybe it would be good for you to visit to see things firsthand...

Hey Gringo. Go to Migraciones Peru. Goggle it. and look for the forms for a Rentista Visa. You must apply for this visa when you arrive here in Peru. their Main office is in Brena (in the heart of Lima) You will need to visit the customer service counter and it would be a good idea to get a translator if your spanish language skills are weak. . Make sure that you have the following forms to get before you go through the process/ 1. Get form F-004, then a Declaration Jurada to accompany it. Also, ask if you also need to fill out form 007 as well. It does not hurt to have one more form that one less. Then you will go to the following destinations according to their directions in Spanish. Go to the Inter Pool to get finger printed. Before you complete this process, you will need to pay a fee and the Bank of Nations for about 70 soles (20 bucks) and then visist the BCP BANK IN SURCO. the Bank of Nations is in Jockey plaza about 6 blocks from Interpool and I suggest you pay these fees before coming to the interpool. also ask for directions for the BCP BANK where you will need to get a Money Order for 18.00 plus another 18.00 commsision to convert a Money order to the FBI, Interpool has that information when you are preparing the finger prints and they will give you directions to get the money order and then you can get in line and taek your finger prints and then send a letter with the other fingerprints to the usa via ser post in Peru. Then you must return to the inter pool with the results from them proving that you have not violated any laws etc domestc or foreign. Then include that with the Jurada and your form f 004. Then set an appointment to have you Award letters from Social Security that are recent along with official current bank statements that are notarized by the US Embassy as official Government checks or Pension Checks that show you receive at least 1000 dollars per month income. Also, priro to coming on a passport to make this applications complete, I suggest that these documents come in original nature for you to prove to migracions in case they need it. Also, Prior to coming to Peru, it is a good idea that you receive a "Bank Signature seal from your bank proving that this is a valid federal bank in the USA IN CASE THE MIGRACIONES questions it. Once you have completed the Notary and Inter pool along with the other documents, set an appointment to go to the third floor with the completed applications and get it in for evaluation. It then takes anywhere from 30 to 60 days to get an approval. you will be given an ID number for a "Cambio de Calidad, where you can access its progress or if you have to report to them for any more information. You can follow this on line and the will e mail you in usually no more that three weeks if necessary.
