Moving to Constanta with kids

Hi there,
My husband has been offered a long term job in Constana and I am starting to do some research before we make the final decision.
Is there anyone out there that can offer me some advice? We have a 3 and 1 year old and wondering if there will be much for them to do, i.e playgroups/mums groups etc. Is it a kid friendly place.
Also, is it easy to meet English speaking mums?
I'm worried that we will be bored silly while my husband is busy working.
