How does immigration reallly work?

My wife and I would like to buy property in Scotland and spend a lot of time there after we retire, however there seems no way to establish residency, only 6 month visas. From what we have read, entry is wholly at the discretion of the immigration officer when you arrive. If they decide you are spending too much time there, they can reject you on the spot. Does this happen? How does it really work?
