Moving to Malta

Have been doing extensive research about Malta and it sounds idea in so many ways. Teh only negative is that foreigners have to spend a certain amount of money if they want to buy and it is quite high. The second choice (so far) is Leros, where prices are still reasonable and there are no price restrictions. Any thoughts from those that have been there/done that?
