Humid weather

Hello.
1. I often read that Costa del Sol-Malaga in Spain has similar weather as southern California or San Diego. I spent July in that area in various towns and the weather was much more humid and uncomfortable. Not really like San Diego at all in July. Is there a place in Spain with lower humidity and under 85F like San Diego and close to the beaches 30min or so?

2. I was looking at houses at Costa del Sol and noticed that most have tall wall fence and bars on the windows. Why? Are there any newer neighborhoods with single houses (not condos), smaller sizes (up to 150sqm). What I saw newer housings are just condos or huge expensive villas. For retirement I'd like small house with some garden.
