NLV Residency requirements

I understand that there has been a change in the residency requirements with regards to the NLV. Is it true that you are no longer required to spend at least 183 days in Spain each year? Also, is the Spanish residency tax rate at 24% on global income or is it higher? We, of course, do not plan to have any Spanish sourced income. Passive income is from both of our Social Secuity payments, annuities, and pensions
