possible to regester in hostel / budget hotels.

Hey expats, I just read on another expat forum that its possible to regester at temp hostel or hotel on arival to holland while looking for work and get a better place down the line and bank account, Can anyone tell me if this is possible because I can see myself in this situation very soon, thanks to anyone who can help.
