US military active or retd here? TRICARE

Would like to know if it is really true that you can use Tricare for Life in a MTF in Europe, and also whether (as the bene booklet implies) that allows you to kick in Medicare A and B, as well. Anyone have experience with this? Are there any MTFs in NL or do you have to go to Germany to a clinic, pharmacy, etc? What about mail order pharmacy? So many questions for a personal potentially retiring in Europe :)
