Getting a work permit as a foreign cook in Netherlands.

I'm a 30-year-old cook living in South Korea.

I'm trying to move to Netherland and my first plan will be working-holiday visa to work there. But after one year, I need a work permit from the company (in this case it will be a restaurant) to keep working there.

If a company wants to hire foreign people, they need to prove that they couldn't find any worker for the same position from the jobmarket within the EU for five weeks. (as far as I googled)

My concern is, Is this condition possible to be satisfied, realistically? If not, do some companies try to take a detour to hire someone that they want to hire?

If there is anyone who successfully got a work permit as a foreigner in Netherland as a cook, please give me some advice.
