2nd & 3rd year residence permit

Hi,I’m an American retire who will be moving to Izmir in. Few months ( Covid-19 permitting ) and very much need to know if I can still get resident permit by leading a place for 12 months rather than buying for 2nd and 3rd year residency !
I truly appreciate someone’s help , since I can’t find any answers from any legit site
