I'm a bit confused about how to apply for 1 year visa and a rental place in Turkey.

I've made a few inquiries and it seems I need to be in Turkey to start the visa process and already have a rental agreement.
Which is weird because I also need to have a residence permit to make an apartment rental agreement.....

I'm open as well to an english consultancy agency located in Izmir or elsewhere (if they offer good advice and act as an intermediary). My Turkish is far from fluent.
