Seeking advice

Hello. I am seeking information on how to help a family member who is in an at-risk relationship in Grenada. I know she has been and still is being beaten, and she is being controlled psychologically and physically by her abuser. I would like to know how to alert the authorities, safely, that she is there and at-risk, should anything happen. I need her to be 'on their radar'. Substance abuse is in play and is also a method of control in this relationship. Children are also in play. It is a very dicey situation and difficult to navigate from afar. Her family loves her intensely, but she doesn't trust that right now, given her extreme state of being controlled and manipulated. Thank you in advance.
