Visa Confused

I am confused. We are retired and wish to move to Malta and enjoy its history and culture for a couple of years, maybe more.
Information about residency is so confusing.
For example:
"If you enter Malta as a visitor and subsequently wish to settle in the country on a temporary basis, you must apply for a Temporary Resident Permit from the Department of Citizenship and Expatriate Affairs, part of the Ministry of Justice and Home Affairs. Many expatriates live in Malta on temporary residence permits, which they renew annually."
Is this still a valid way of living in Malta? Where do I find the requirements for this? - income? health?
