Beziers, Sete or Montpellier

Bon Jour expats, I'm in a quandary. I think I'd love to live in Montpellier because I'm a city woman at heart. However, there are few homes I can afford, Beziers is much more affordable and Sete is less so, but more affordable than Montpellier. A realtor I trust thinks that Beziers doesn't have the artsy, eclectic vibe I'm looking for (Sete does.) I want to go carless, so I need a city/neighborhood that has good walkability and transportation so that farmer's market, pharmacy, restaurants, cafes, bars, theaters, museums etc., are close by. Surely what I'm looking for exists in Beziers. Suggestions? Merci! A Bientot.
