RRSPs and TFSA conflicting info

Hi there
I am thinking of moving overseas and cant seem to get a straight answer on whether or not I have to cash in RRSPs and TFSA before I leave to sever all ties with Canada. CRA says yes but I have friends who havent and say no! Any advice?
